Deterrence and protection from aggression in the 21st century security environment requires integrating all elements of a nation’s power and harnessing the potential of the entire society. Modern conflicts, unfolding in both traditional and new domains of war, require the application of a comprehensive approach to security and the deployment of a system of comprehensive defense and security. Theoretical issues are examined and the history of the formation, development and current state of a comprehensive approach is traced through a case study of the experience of a number of countries. Special attention is paid to the development of a number of aspects of the comprehensive defense and security system, the reserves system and the reserve forces of Armenia, the deployment of which will require profound changes in state institutions and society. The use of hybrid warfare methods within the framework of a comprehensive approach and the changes occurring as a result of the Russian-Ukrainian war in existing vision of war are discussed as well.
